The electroplating industries of both sides of the Taiwan Straits are more developed. Due to its complex composition and poor biodegradability, the electroplating wastewater pollutants is difficult to deal with and has a large pollution impact on the environment which making it an issue of environment development of both sides of the Taiwan Straits.. Electroplating enterprises across the Taiwan Straits have different social environments, electroplating wastewater discharge standards and related environmental policies of their respective execution are also different.By comparing the cross-strait electroplating wastewater discharge standards and related environmental policy, we can analyze the trends in environmental policy on both sides from differences and similarities. At the same time, by comparing the electroplating wastewater treatment technology of the two sides, we can find their differences and similarities. Learning from their advantages and lessons can make inferences and suggestion for future environmental policy formulation in China.By comparing the standards and policy of the two sides, we found that Taiwan is implementing a more lenient "Effluent Standards" and using other policy instruments(administrative and legal means, economic means) to regulate the role of electroplating business trends and the role of reducing emissions of pollutants. It also provides a direction for adjustment for the policy makes in mainland China.Shifting the focus from the traditional administrative means to legal means and economic means Can more effectively achieve the purpose of reducing environmental pollution.Through files released by the environmental protection department of China, we can find China will gradually use a variety of ways to limit emissions of pollutants, and increase the degree of supervision and enforcement of environmental policy implementation aspects from supervision, rather than merely on paper. There will be healthy competition and development of the Enterprises under the control of environmental policy. From the environmental experience and lessons of the developed countries we can infer that the main trend of the future development direction of environmental policy in China. Changing policy perspective, introduction of market mechanisms as a major development in the future direction of policy making can strengthen the role of environmental policy instruments to encourage technological progress. While coordinating the relationship between the old and new systems and timely transform government environmental policy ideas can allocate resources rationally to achieve environmental capacity. After comparative analyzing electroplating enterprises wastewater treatment facility of the two sides respectively, we can find that the enterprises of both sides have strictly classification of wastewater treatment. In comparison, China is more stringent. This is not only due to the continent’s wastewater discharge standards m, but also because China provides the first class of pollutants. The first class of pollutants must be classified. As for the removal of heavy metal ions pollutants, both sides of electroplating enterprises have adopted the ion exchange recovery system in the process of handling a number of heavy metal elements. Ion exchange resin system can be heavy metals from wastewater to the ion exchange resin in storage, not only can reduce the concentration of pollutants in the wastewater heavy metal, heavy metal ions can also be recycled. The initial investment and ongoing maintenance cost of this method are high. But recycling regeneration solution can save the cost of certain materials. For the removal of COD and ammonia nitrogen, due to less demanding in Taiwan, they basically use a common way of coagulation and sedimentation. In order to meet the suspended solids removal and water reuse needs, in the latter part of the wastewater treatment facility they added activated carbon treatment facility to reach the standard and make it can be recycled into the process of re-use, In order to avoid unnecessary pollutants certain impact on the plating process. And because of the stringent requirements of GB21900-2008 Table III, China also needs to wastewater treatment COD and ammonia take strong oxidizing after treatment to remove heavy metal ion contaminants in wastewater pollutants to meet emission standards. All in all, the emission standards and policy of the two sides are different, but they both aim to reduce emissions of pollutants. Under the more relaxed emission standards, electroplating enterprises in Taiwan did not take the traditional simple treatment process. Although according to Taiwan’s "Effluent Standards", electroplating wastewater of the enterprises simply need basic chemical treatment, coagulation and sedimentation to reach the standards. But companies have chosen to adopt the long run, the cost of production for the benefit of the treatment process. Under the strict requirements of GB1900-2008 Table III, most Chinese companies has upgraded heavy and difficult pollutant treatment facilities. Due to the high cost of the technology and effectiveness, the difficulty of implementing relevant policies has increased. If the Government supervision is insufficient, Is likely to cause relaxation of electroplating enterprises pollutant treatment work. Strict implementation of the GB21900-2008 Table III standards will become paper. To a certain degree stringent emission standards is not the only way to reduce pollutant emissions. Through economic means with administrative, legal and policy means, to get more benefits and support from the government, enterprises will enhance their level of production technology and efficiency of wastewater treatment facilities. It should be the way to reduce environmental pollution and a win-win for environment and development. |
