Water is a vital resource for human survival and development, relating to the developments and constructions of the country and the city. Shijiazhuang, the capital city of Hebei Province, is facing increasingly acute water problems. Shijiazhuang is one of the 35 most water-deficient areas, called severe water-deficient area. The per capita water is 256 m3, only the 1/8 of the nation level. Shijiazhuang exploits underground water perennially, resulting in underground water depth declining and underground water funnel area enlarging continuously. Searching for new water sources can alleviate the shortage of underground water. Rain is the product of atmospheric water which is one of segment of nature water cycle. Rain water has less pollution, purified easily, can be used as a domestic water or industrial water.This paper analyses the water resources in Shijiazhuang, selects the main campus of Shijiazhuang University of Economics as the research object, analyses the water utilization of Shijiazhuang campus, combined with the relocation of the new campus of Shijiazhuang University of Economics, puts forward some constructive suggestions for the utilization of rain water and resources saving for the new campus.This paper studies are as follows:1. Investigate the environment and all kinds of collecting water surface of the Shijiazhuang University of Economics main campus. Design the rainwater collection scheme. Determine the rain water quality indexes. Improve the fast method of measuring the COD.2. Analyze the quality of campus rainwater, found that the quality of rainwater in the early stage of rainfall is poor, but the in the late rainfall, the quality is better. The SS content is about 50mg/L; the TP content is about 0.1mg/L; the TN content is about15mg/L; the COD content is about 100mg/L. The experiment data comparison can be drawn, the quality of roof rainwater is better than the road’s; the quality of tin roof rainwater is better than others’; the quality of summer rainwater is better than spring’s and autumn’s.3. Regression analysis of experimental data, found the each rain pollution index and SS has good correlation.4. By adding PAC to rainwater, the experiment shows that the rain water qualityafter the experiment can reach the level of the campus life water.5. According to the concrete conditions of the campus of Shijiazhuang University of Economics, design a rational scheme of campus rainwater collection and utilization, and the purified water can be used as campus life water.6. According to the experiment data and rainwater utilization scheme of rainwater collection and utilization, put forward suggestions on the construction of the new campus of Shijiazhuang University of Economics.
