Research On The Problems And Countermeasures Of Huizhou Environmental Information Construction

Information technology is changing everyday. With the widely use of the technology offiber communication and 3G/4G wireless network and interconnection, information isbecoming a necessary part of the people’s life. And information technology has become animportant power of promoting the evolution of the relations of production and thesuperstructure. Environmental information is one important part of the governmentinformation construction. Promoting the environmental information construction in depth isan objective requirement of the national information development and an important methodof building a servicing government. And it’s also a basic guarantee of achieving theenvironmental information management science strategy and improving the environmentalregulation efficiency.The environmental information in Huizhou city is started at the beginning of thiscentury. It accelerates improving the interrelationship of the information and environmentprotection business by surrounding the major mission centering on the environmentprotection. It bases on building the information network and the information construction. Itfocuses on the platform of the environment protection and electronic politic business andthe construction of environment protection business application system and the environmentquality inspection network. Base on its core of improving the information service qualityand the application effectiveness and applicability, the environmental informationthoroughly integrates and widely shares and makes fully use of the environmentalinformation resource, and improves the environment protection regulatory and theinformation level of the inspection system. Environmental information construction inHuizhou city has made great achievements and been widely accepted. But at the same time,the Huizhou environmental information construction also exists many problems like weakbases and resource waste and the unavailability of resource sharing and the low level ofapplication, etc. This paper studies the problems encountered during the Huizhouenvironmental information construction, and analyzes the existing problems in policyassurance level, and refers to the successful experience in domestic and overseaenvironmental information construction, and proposes the strategy thinking to the Huizhouenvironmental information construction in the strategy objective and policy assurance level,and offers some references to the environmental information construction for our country.This paper analyzes the problems encountered during the Huizhou environmentalinformation construction in the subjective and objective angles, and then makes a thoroughstudy to those problems in the policy assurance level and raises the question of how toimprove the level of Huizhou environmental information, and further achieve the strategythinking of “Information Strong Environment”. This thesis consists of five chapters.The first chapter is the introduction, which mainly introduces the research background,research significance, research status at home and abroad and the research method etc..The second chapter introduces the current status of environmental informationconstruction in Huizhou city. From year 2002 to 2014, Huizhou environmental informationconstruction has gone through five development stages. Huizhou environmental informationhas experienced 10 years of development, and has made some certain achievements, whilethere are also many problems.The third chapter analyzes the factors that restrict the Huizhou City EnvironmentalInformation construction. This chapter traces the origin of the environmental issues base onthe finding from the last chapter, and analyzes the various factors in depth in the policyassurance level, and then finds out the fundamental factors that restrict the Huizhouenvironmental information construction.The fourth chapter describes the advanced experiences of constructing theenvironmental information from three developed countries, which are United States,Germany and Japan. Through the study to these three countries, we can understand theirthinking and advanced theories in the environmental information construction, and thenprovide a useful reference for the construction of Huizhou City environmental information.The fifth chapter presents suggestions to the strategies of promoting the construction ofHuizhou environmental information. This chapter considers that the keys are more supportsprovided from the policy assurance level and well performing the design from top andorganizing the clear construction thinking.Finally, this paper summarizes and refines the conclusion and also some defects of theresearch study. The final conclusion from this paper is that the existing problems of theHuizhou environmental information construction can be resolved through regulatory andstandardization, and the suggestion and resolution is also provided. Meanwhile, this paperraises some defects existing in the technical research due to the knowledge limitation of theauthor.
