City as a dense population, developed economy and social wealth highlypopulated area, is the strategic center of national economic and social development,vulnerability and the vulnerability of the region is also natural disasters.1996October"international disaster reduction day" will be the theme for the "city and disaster",explains the city disasters worldwide, has become the focus of the disaster, andbecome one of the hot issues of common concern to the international community andthe academic community. So, on climate change, sudden disasters and the citychanges a process to accelerate the background, for the city to prevent naturaldisasters social purpose of vulnerability assessment is important to study it.In the evaluation study of the vulnerability to natural disasters in the society, thispaper first reviews the relevant concept of natural disaster vulnerability and socialvulnerability, progress of research at home and abroad as well as the social vulnerableto natural disasters.Secondly, the vulnerability assessment theory and guidance in thedetermined, constructs city natural disaster social vulnerability evaluation indexsystem. Finally, this paper uses the statistical data in Ji’nan city in10districts of Ji’nanCity, natural disasters, social vulnerability evaluation.Based on a number of access to domestic and international natural disasterssocial vulnerability evaluation on the basis of theoretical knowledge, through naturaldisaster happened in Ji’nan city of the background analysis, separately from thedemographic,economic, social and environmental facilities from the4aspects of the41original indexes by using the software SPSS25screened ultimate index, buildJi’nan city natural disaster social vulnerability evaluation index system. Statisticaldata collection in counties of Ji’nan city in2010, variation coefficient method is usedto determine the weight of each index, TOPSIS evaluation method to build the societyof10districts in Ji’nan City, natural disaster vulnerability evaluation model based onthe detailed steps, according to the model, calculated the various research areas of natural disasters social vulnerability grade, finally use GIS mapping function,obtained the Ji’nan city natural disaster social vulnerability map evaluation.The main conclusions of this paper are as follows:(1)According to the TOPSIS evaluation model,10districts and counties of Ji’nannatural disasters social calculated vulnerability values: Lixia District0.539, Shizhongdistrict0.459, Huaiyin District0.555, Tianqiao District0.572, Licheng District,0.454,Changqing District0.478,Pingyin County0.446, Jiyang County0.494, ShangheCounty0.510, Zhangqiu city0.373.(2) by the similarity clustering of10districts and counties of Ji’nan’s economicconstruction and social development of factor analysis, the study area are classifiedinto3categories: the first category area including Lixia District, Shizhong district,Huaiyin District, Tianqiao District; second kinds of regions including ChangqingDistrict, Pingyin County, Jiyang County, Shanghe County; third kinds of regions,including Zhangqiu City Licheng district.(3) in10districts and counties of Ji’nan natural disasters social vulnerabilitygrade: Huaiyin District, Tianqiao District of Shanghe County, Lixia District and highsocial vulnerable area;Licheng District, Changqing District, Pingyin County, JiyangCounty, Shizhong district is medium of social vulnerable area; Zhangqiu city as thelow social vulnerable area.(4) the use of reasonable and scientific validation index system couplingprinciple, summed up the Ji’nan City vulnerability characteristics, at the same time,put forward to deal with various vulnerability measures and suggestions. Finally, theresearch work of this thesis is summarized, and present the future need in-depth studyof the problem.The research results show that the city of natural disasters, social model based onTOPSIS vulnerability evaluation method has certain feasibility and rationality, theresults of10districts and counties of Ji’nan in the development of disaster preventionand mitigation policies,reduce natural disasters in city social vulnerability, havecertain reference significance to reduce disaster losses and disaster relief work etc..
