The factors affecting quality of tobacco leaves contained the implantation of tobacco plant and test of chemical composition about tobacco products.The quality of leaves is composed by chemical quality, physical properties, appearance quality and sensory quality. The research on tobacco leaf quality have been perfect. Industry standards and evaluation system have been established. Tobacco companies was difficult to improve the quality of tobacco leaves just rely on technical improvement. But, there were still some factors influence tobacco leaf quality in the process of tobacco leaf production. It was difficult to make comprehensive evaluation of the quality of tobacco leaves using the existing evaluation index system. It was very important to supplement the human factor and management factors to the existing evaluation index system of tobacco leaf quality. It can be more comprehensive to evaluate the quality of tobacco leaves. More complete evaluation index system of tobacco leaf quality had important practical value to improve the quality of tobacco leaves.First of all,The acquisition of the tobacco leaf and threshing and redrying was summarized.The tobacco leaf quality were analyzed from operator,equipment,raw material,methods and environment.Total quality management method has been applied. These factors included baking temperature,stored tobacco leaves,vocational responsibility, management factors and environmental factors will be to affect the quality of tobacco leaves in each link of the tobacco leaf’s production. Factors influencing the quality of tobacco leaves were identified from human factor, equipment factors, environmental factors and management factors.The second, the role of each link to construct evaluation index system was under study. The right method or model was selected to build the evaluation index system. Evaluation index system of tobacco leaf quality was build according to the principle and process. The process of establishing evaluation index system take in items of indicator, structure optimization and affirmation of the target weight.Levene test and T test was used to eliminate redundant indicators.The feasibility of the factor analysis The feasibility of the factor analysis was proved by KMO and Bartlett’s test in optimizing the structure of indicators.Four common factors was extracted from all of the indicators by principal component analysis method and each level was named.The relative weight of the Index items was obtained by chain comparison method on the basis of the pairwise comparison matrix.Evaluation index system of tobacco leaf quality has been completed.Finally, the quality of tobacco leaves was evaluated by assessment indicator system of tobacco leaf quality.The risk of each index value were analyzed by nonlinear dimensionless fuzzy handling method and the quality of cured tobacco was evaluated by fuzzy comprehensive evaluation method.The risk value of tobacco leaf quality was 2.3086.The evaluation results are in conformity with the reality. PDCA cycle management has be applied in the production of tobacco leaf.Management of tobacco leaf production will be improved to improve the quality of tobacco leaves according to the result of evaluation.
