In order to have a comprehensive and systematic acquaintance with the environmentfoundation condition of drinking water sources of Xinlicheng reservoir, establish and perfect thebasic information, accurately grasp the polluters distribution characteristics and the presentsituation and the water quality present situation of drinking water sources, build drinking watersecurity system, formulate scientific and effective management of water pollution preventionplan, put forward feasible countermeasures, solve the problem of urban drinking water safety.Based on investigation, water quality evaluation and analysis of drinking water sources ofXinlicheng reservoir, the paper estimate the total pollution load and lay a foundation for thewater pollution prevention and control work, which will provide a scientific basis for furtherwater source protection work, the main research results are as follows:Monitoring data of main pollutants during2003to2013showed:COD, TN, TP were theover polluting contaminants. In the year of2009and2011, the reservoir were moderateeutrophication, the rest of the years were light eutrophication.Point source pollutions of Xinlicheng reservoir are plastics factories, cement pipe factories,model steel factories and concentrator factories. The main nonpoint source pollutionS includingrural residents living sewage, farmland runoff, livestock and poultry breeding pollution andtransportation of potential risks.Computing the endogenous pollution, sewage, farmland runoff, poultry and animal fecesand industrial wastewater pollution load, the estimation results were:COD and NH3-N, TN, TPreceipt, respectively for7456t/a, t/a37,15448t/15448t/a, COD of the non-point sourcepollution in catchment area was the main pollution sources, accounted for85%. COD oflivestock farming inbound contribution is the largest of the non-point source pollution,accounting for49%, second, farmland runoff accounted for35%. TN receipt, farmland runoffwas in the first place, accounted for96%, livestock and poultry breeding accounted for4%.The estimation results also showed that the biggest pollution load area were Yitong Town,Yidan Town and Yingchengzi Town. Higher nitrogen and phosphorus load of Yitong Townmainly comes from the large cultivated land area especially paddy fields. Nitrogen, phosphoruswent into Yitong River with the surface runoff, eventually into the reservoir.After analyzing main pollutants of water environmental capacity and pollution emissions of the reservoir,we should reduce emissions of COD, TN and TP to ensure the water qualitystandard and satisfy the environmental capacity of the reservoir.Recent reductions were5216t/a,15001t/a,15001t/a respectively, long-term reductions respectively for5795t/15932t/a and a,4222t/a.According to current pollution situation of Xinlicheng reservoir, pollution control plan isput forward. First level protection zones mainly adopts endogenous protective measures,closed-end management, isolation and wetland construction; Secondary protection zonespollution prevention measures were classified by point source and non-point source pollutionsources.Propose the scientific supervisions and management systems, constructed informationmonitoring system of the drinking water sources, strengthen related technical training evaluationsystem of supervisions, constructed comprehensive law enforcement systemand managementmeasures of Xinlicheng reservoir.
