With the rapid spread throughout the country, "HAZE" phenomenon became the focus of attention even the people’s fundamental interests because air pollution issues made a great impact on people’s work and lives. It is related to the sustained and healthy economic development and overall impact building a moderately prosperous society, as well as relating to the great rejuvenation of the Chinese dream to achieve. This paper mainly for the pollution-control factors, naturally consider population growth, emissions of sulfur dioxide found in Liaoning future trends under conditions of economic growth, resource constraints, employment, technological effects, sulfur dioxide emissions for different development paths under different scenarios, combined with the actual situation in Liaoning Province, found sulfur dioxide control law, and then the Liaoning government to formulate relevant policies to provide a reliable basis for optimal industrial structure under optimal atmospheric environment, economic and environmental harmony, sustainable development.The first part is introduction, introduces the background and significance of the article, current research and related research theory, research methods and explain the contents of the article, proposed innovations article writing and shortcomings. The second part, the concept of the definition of industrial structure and air pollution, as well as the course of this study involved a review of relevant theories. The third part of the air pollution emission in Liaoning Province were analyzed, predictable environment for the entire management background in detail, provide conditions for study after the text. The fourth part, the use of factor decomposition model of relationship between the industrial structure in Liaoning Province between air pollution and detailed argumentation analysis, the relationship between the two, for the treatment effect of forecast assumptions pave the way.
