With the rapid development of economy and society,a large number of pollutants discharged into the rivers,lakes and other waters continuously.The amount of pollutants into the river exceeds assimilative capacity of each water function area,water quality deterioration,water quality target of water function area compliance rate becomes lower,the phenomenon is particularly serious in provincial boundary water function area.Provincial boundary water function area water quality is excessive,that leads to inter-provincial pollution disputes, resulting in social conflicts easily.So,that’s important to carry out the Water Ecological Compensation Mechanism of water quality compliance in provincial boundary water function area in depth,it’s good for promoting interregional carry pollutant emissions,improving water quality in provincial boundary water function area, management to limit pollutant and implementation of management compliance function in phases in provincial boundary water function area.Thesis collected the National various Basin Water Resources Bulletin,analysised the current situation of water environment quality in provincial boundary water function area systematically,determined the classification features of water quality problems in provincial boundary water function area,analysised the causes of water quality problems.In the full investigation on the basis of current research and combined characteristics of water quality problems in provincial boundary water function area, to put forward the framework of Water Ecological Compensation Mechanism,witch is useful to protect the water quality of provincial boundaries compliance and coordinate provincial boundary conflicts, the main content includes compensate for the object, the amount of compensation and the compensation.The framework provide technical support for the management to limit pollutant and compliance in phases and coordination pollution control contradictory in provincial boundary water function area.Thesis select the Shaying River Basin,witch has a characteristics that pollution upstream(Henan Province) water quality excessive downstream(Anhui Province),and the Xin’an River Basin,witch has a characteristics that upstream(Anhui Province) limit sewage to improve the water quality downstream(Zhejiang province),as typical watershed demonstration applications.In the application of the model in these two basins,selecting the pollution economic loss function method that Li Jinxiu proposed,according to Water Resources Bulletin,water quality monitoring data and each watershed counties Statistical Yearbook data,account economic losses each region.Adopting one-dimensional mathematical model for water quality,combining outfall location and sewage characteristics variousFigure 2-1 Water ecological compensation framework is based on provincial boundary in functional areas of water in the basin,analyzes each outfall sewage has much pollution contribution for the control section.According to pollution losses provincial boundary each region and each outfall pollution contribution rate,propose the water ecological compensation amount allocation scheme for upstream and downstream of each administrative region in provincial boundary water function area.Thesis calculate by analyzing:Because of excessive discharge of pollutants volume upstream,2011,Shaying River Basin upstream Zhoukou City, Henan Province,pay 509.4 million yuan to downstream Fuyang City, Anhui Province as pollution of financial compensation.Because of upstream protection, reduce emissions,2011,Xin’an River Basin downstream Hangzhou City, Zhejiang Province,pay 116 million yuan to upstream Huangshan City, Anhui Province as protection of financial compensation.Thesis presents Shaying River Basin and Xin’an River Basin water ecological compensation results are more reasonable,the research results can provide the basis and reference for the development of two basin provincial boundary water function area water ecological compensation.
