Under the background of globalization and social transformation, China's economy has gained great development since the adoption of reform and opening policies. Along with high growth of economy, such growth pattern of extensive and high consumption mode leads to more environmental problems. Environmental problems badly destroy the harmony between man and nature, man and society, and will further hamper China's development of economy and society. Environmental NGOs begin playing an important role in environmental affairs when environmental problems keep appearing. The article takes environmental NGOs as research subject, then has an overview of their modes in policy participation and the factors impacting behavior in policy participation with some specific cases, rising suggestions to the modes in participation finally.The article depends on the application of environmental NGOs' behavior in policy participation, summaries the main participation modes as follows: providing environmental information and policy suggestions; involving a special action with government; personal contact, direct representation; attending public hearing; public interest litigation and administrative review; study and communication, education promotion; mass media; joint campaign; international communication and international forces; illegal demonstrations. Besides, the article also give an analyse to the internal and external factors impacting environmental NGOs'behavior in participation, including professional standard, financial constraint, human capital, capability of striving for support in many ways; administration system, protection of right, mass basis. Ultimately, the article gives suggestions to the modes in participation. The suggestions are as follows: undermining external environmental cost of environmental NGOs'policy participation; building effective modes of participation including current modes and new modes; formulating resultant force of participation; forcing the final success of participation.
