Preventing environmental pollution of county in the Loess Plateau is a multi-level, multi-factor and complex process, so building a system what could prevent environmental pollution of the county in the Loess Plateau must take full account of the natural, social and other factors, adopt comprehensive measures to prevent.Firstly, the thesis summarizes the situations which prevent environmental pollution of domestic and international from the atmosphere, water, noise, solid waste of the four aspects. In accordance with the county, township, village three levels, it analysises comprehensively the status which prevent environmental pollution, provides theoretical and problematic support to build a system of preventing pollution.Secondly, through access to relevant documents, the thesis builds the county's system which prevent environmental pollution from technical, management, policy and organization of four aspects and according to county, township, and village three levels of economic and living activities, combining environmental pollution status.Finally, the thesis analysises Huangling County's environmental quality of performance and the causes of environmental problems. In the basis of relevant research and theory analysis of current problems and for patients with Huang ling county, Long Fang town and Han Yuan Village, combining social and economic reality of the three geographical regions, it points out environmental problems and the key of preventing environmental pollution from air, water, solid wastes, noise four areas, study the feasibility of system which prevent environmental pollution.
