Landslide and debris flow disaster is one of the most devastating disasters facing humankind, because of its complicated causes, influencing factors, many are so far difficult to effective prevention is one of public emergencies. At present, many foreign scholars from engineering measures, biological measures and technical measures such as angles of the landslide and debris flow disaster prevention, while the real from the perspective of public governance approach to the system of landslide and debris flow disaster management is almost blank.In this paper, the cornerstone of public governance theory, the landslide and debris flow disaster management viewed as a special kind of public goods, from the government, social, civic cooperation in multi-agent perspective, in order to landslide and debris flow disaster emergency management in advance, the incident is a matter, the post - the whole process of management as a dynamic context, the landslide and debris flow disaster emergency management into the public governance system.Overall, Dongchuan District landslide and debris flow disaster emergency management, in the plan preparation, monitoring and early warning, material support, etc. has made considerable progress, but because of the efficiency of long-governance is not high, there is not sound laws and regulations, organizational System to be perfect, information construction has lagged behind, protect the ability to be improved, the lack of intensity of social participation and other issues. All-round, full participation in the governance system is effective to enhance Dongchuan District landslide and debris flow disaster management capacity of the foundation.After thoroughly analyzing these problems, the author put forward to Effective response to landslide and debris flow hazards, through the participation of diverse subjects in public governance, to break the existing emergency response system and the various functional departments of fragmentation, fragmentation of traditional management approach, combining a variety of emergency services resources and specific measures of the comprehensive application of regulatory management tools, organization and governance tools, information governance tools and instruments of economic governance, and strengthen the whole process, the dynamic aspects of governance.
