With the continuous advance of computer technology, Geographical Information System method that is good at scientifical managing and comprehensive analyzing geography spatial data is being improved gradually, it makes for improving the scientific validity of decision analysis and the capability of disaster prevention and reduction for city .GIS is introduced into decision of disaster prevention for city, combined analysis models to do various spatial analyses and operations. So order weights based on decision-making risk are calculated, and AHP method in IDRISI is applied to build the weight matrix, then calculating the criteria weights. Data processing and decision process are studied, and the implementing method of two multi-criteria evaluation methods, WLC and OWA are introduced.With the development of China`s urbanization and urban expansion, underground pipe network is more and more complex. It makes the city`s underground pipeline become extremely fragile. So evaluating the aseismatic capability of city`s underground pipeline from the aspect of disaster prevention, it is vital to the city`s continuous development. To analyze the factors based on disaster prevention, determine the relative importance of factors, and establish evaluation model on GIS, so that multi-criteria evaluation method is applied to decision-making of disaster prevention for underground pipe evaluation. Taking the underground pipeline evaluation of Tangshan for disaster prevention as an example, the factors dominating or constraining research object are screened out according to analyzing the related data and vector images of each factor are imported to IDRISI in virtue of MapInfo; AHP is selected to calculate weights coefficient matrix; Two multi-criteria evaluation methods, WLC and OWA are used to evaluate the underground pipeline of Tangshan for disaster prevention, and focused on introducing the use of OWA method ; According to the evaluation results, the advantage of OWA method and the rationality of the Tangshan`s underground pipeline are analyzed. Parts of pipeline in Tangshan lie in dangerous region, and scientific advice for laying pipeline in the future is proposed. Combining OWA and GIS, decision-making evaluate model of disaster prevention is established, and it is applied to evaluate city pipeline, which provides an effective evaluation method for decision-making of disaster prevention also for many field of the city's disaster prevention.
