The innovation and improvement of science and technology, especially the electronic, computer science and the laser measuring technology, the requirement to real world measuring method and the information acquisition, the proposal of principles of digital earth and digital city, promote a new powerful measure method: 3D Laser Scanning came to being.A 3D Laser Scanning system uses Laser Range Measure method. An accurate servo system of it drives the laser beam scan over the object area fast, during which measuring module measures the ranges of the point series along in the scanning path. One of the key technology the parts of a 3D Laser Scanning system is the scanning control technology to control the synchronous procedure between range measuring and angle measuring, besides the Laser Range measuring and Angle measuring in servo system. This paper sets the research of design and implement of a fast middle range 3DLaser Laser Scanning system as a key research direction, studies module chosen, servo of scanning, data communication, system control, precision control, and software application design. The aim of this paper is to design and implement a realizable 3D Laser Scanning System, validate the relating theory and technology process by experiment.In the hardware of the system, a 2D Laser Radar is mounted on an Electronic Rotary Tables which can accurate rotate horizontal. The laser beam emitted form 2D Laser Radar which driven by the Electronic Rotary Tables, scans and measures the range of the points in the object area. The system software application is designed to synchronize the time between range measuring and the angle measuring of the laser beam, which are all used to generate the real 3D coordinates of the object area. In the system software, it is integrated a data process module to render the 3D scanning result real-timely.
