Sampling is to take out a part in the population of study object as the samples and gain population information by the investigation to the sample book. With the improvement of the science and technology, sampling technique is improved unceasingly and the application of sampling theory is excavated. Its application already seeps through every link and field as political, economy, society and culture. In the survey of society economy, industry and agriculture and census, sampling has to be the most important means to gain the information. Compared with the general survey, sampling survey has the characteristic of low cost, strong actual effect and accuracy reliability. From the classical sampling to spatial sampling which considers the special correlation of geographic object, sampling technique is in the course of going to mature.The thesis recollected and discussed the sampling models including classical sampling models and spatial sampling models. In the past sampling survey, especially society economy survey, classical sampling methods are applied extensively. But how to take out the sample book being sampling scheme problem depends on the expert experience sometimes, leading to low accuracy. In the thesis, we adopt different sampling methods specifically for different respondents by concrete example and data. By secretly scheming against, we carried out comparison on various methods, so it has done some references for the choice of sampling method to a certain extent. Although spatial sampling has many fairly good models, it haven't got very good application in practice because of its complexity. As for spatial sampling, how to set up the samples to get highly accuracy is the key that hinders its development. The problem is the optimum sample's location of spatial sampling. As for this problem, the thesis brought forward the research result and the solution.At present, 3S technologies are used for resources and environment dynamic monitoring system broadly, making the actual effect stronger and higher reliability. At the same time, the sampling technology is essential in the building-up process of dynamic monitoring system and the union of sampling and 3S have brought bigger effect. So we developed a sampling software package which is geared to geographical feature object called IISS. In the software package, we put up the sandwich model in the designing which is the newest in the homeland and the survey area and sampling process are displayed in the form of map in order to provide support for sampling scheme design and decision-making.
