At present, most oil fields in China have been in the mid-later stage of development programming, they are faced with many problems such as political, economic and technologic problems. But the oil is not regeneration energy sources, in order to meet with the demand of oil production that national economic development needs how to keep up the stable production; To determine the development programming project according to the oil field itself dynamic transformatior. rule ; To obtain the maximum production with the minimum cost, that is to say to seek for the best economical benefit of oil field. These three problems above are the crucial problems that oil fields development programming face and need to be solved. Therefore nearly all oil fields put "development programming" the very important place.Mathematics models of oil field programming and decision-making are restricted to two kinds of problem for a long time: traditional single-objective optimal problem and multi-objective optimal problem, the former is in the highest flight. These models are relatively practical for the earlier petroleum corporation because their framework and oil production is simple. The framework of the petroleum corporations is more and more complex, and their delamination are more and more minute, furthermore the development programming target is more and more complex. So the former monolayer optimal models have many constraint on application, and can not meet with the demand of oil field development programming indeed.This paper researches the basic statistical rule of oil reservoir dynamic system from the systematic theory, combining with the common characteristic and structure characteristic of oil reservoir dynamic system, taking the design requirement of oil field development programming into consideration, by using of functional simulation principle (this paper use NN method) and historical data of oil field, establishes the in-out conjunctional relationship of dynamic index of oil field development, and researches the dynamic development and index programming with both oil field and oil extraction plant on the basis of the in-out conjunctional relationship. Furthermore, this paper set up several optimal models which compose the oil field development programming based on analyzing the "decision-making variable", "object" and "restriction terms" by the optimization theory and combining related bilevel programming principle. When the oil fields are programming, the superior make a whole programming firstly, then they assign the corresponding index to the junior units. The junior units program according to its own condition after they receive the task assigned by superior, and then report related feedback to superior.
