Data Envelopment Analysis (DEA) is an intersectional field of operation research, management science and mathematical economics, DEA depends on mathematical programming to evaluate the relative efficiency of DMUs with multiple inputs and multiple outputs. As a non-parameter method it is particularly suitable for dealing with the multi-input and multi-output evaluating problems of complex system. We can obtain the DMU's information full of economic meaning by the application of DEA theory. In this paper, the development of DEA theories, DEA methods and DEA applications are discussed. The basic DEA,DEA efficiency theories are analyzed.Because of the measuring error and data noise etc. in practice, data of each evaluation unit always can not be accurately measured and obey certain kinds of random distribution. Moreover, because of the stochastic quality of economic phenomenon and regulations. It is difficult to avoiding the uncertainty of evaluation. In order to well dealing with the complexity, make the evaluation results more objective, and the forecast reliable,over several decade years , first step to stochastic DEA are carried on by some researchers in this area. Although having some results, theoretically, It still have many problems to need research. Exactly according to this idea, in this paper, the research emphasis lies in the establishment of stochastic DEA model with index distribution and it's efficiencies and inefficiencies analysis. Establishing a kind of chance constrained stochastic DEA model with index distributed, and based on it discuss the efficiencies and inefficiencies theoretically.Finally, as an effect evaluating method, DEA is very fit for evaluating multi-input and multi-output activity in economic areas. In this paper, we did some research woks in the application of this aspects, constructed a fitful index system of efficiency evaluation about scientific and technological productivity from Sichuan province, evaluated the ability of productivity about scientific and technological activity of Sichuan province by using the C 2R model in data envelopment analysis, and provide the corresponding policy suggestion according to the analysis results.
