In recent years, along with the national reform and opening, economic development and society improvement , the building of national item of economic construction becomes quick and quick, especially the power construction project advanced rapidly, so our national seismic hazard becomes more and more. At the same time, power construction project and engineering services new style structure occur continually, the potential intimidate of seismic can not be ignored, especially extensive power should be regarded. So, before the feasibility of construction project is demonstrated, it has important practical meaning for investigating the relation of project ground regional crustal stability and seismic surges and providing scientific foundation for confirming the request quake-proof and protected.This article bases on geologic structure cybernetics, first of all, beginning with the disquisitive route of the regional crustal stability, near field regional crustal stability , engineering ground stability, and adopting relevant investigative method and advanced testing instrument, the problem of Bin Chang extensive power regional crustal stability is analyzed by the numbers and it is evaluated synthetically by applying multilevel fuzzy comprehensive judgment theory of fuzzy mathematics.Secondly , through a mass of field investigation, on site testing and office study, according to the investigative procedure of macroexamination in the field-multiplicate instrument testing in the locale- evaluating the activity fracture, the engineering geological character of ground is investigated.Thirdly, according to that there is not record of strong shock, the stratal configuration under the ground is complex, geological medium being multiplex and there is not ripe ground seismic surges attenuating relation, seismic surges attenuating relation is achieved by analyzing and investigating stratum medium in the similar zone, similar geological tectonic environment, similar seismicity characteristic and the hands-on background of seismic safety evaluation in thesimilar zone, and adopting reflection method and combining terrain and physiognomy x the features of stratal configuration > activity of geologic structure and so on, applying scientific payoffs of state of seismologic bereau, this provides comparatively external and logical gist to confirm seismic surges parameter. To better determine the external rationality of seismic surges relation of attenuation, it is validated in the projects of stratum medium in the similar zone> similar geologic setting environment, similar features of seismicity and so on.Lastly, the system environment of regional crustal stability is analyzed, the system block diagram of regional crustal stability evaluation is established; on the basis of it, the major factor and index of safety evaluation of ground seism is investigated and analyzed, adopting four-class hierarchy plan which is brought forward by professor by Liu Guochang (stabilization basal stabilization * under instabilityx instability), stable degree of ground which is investigated is divided, and the flexibility of project is evaluated.
