As a result, software development is in face of great challenge. As a completely new distributed computer frame, the . NET frame provides us with an intelligence information platform by making use of the current network foundation facilities, agreement norms, Web and the database techniques. By doing so, we can set up a new kind of information platform and software foundation facilities based on Internet between OS and Web, which can solve "Information isolated island" , software crisis and realize the communion in the resources of computer, data, information and application.In this paper, we take the surveying and mapping data management system as the main studying object. After we have compared with the advantages and disadvantages between the traditional distributed object models and the . NET frame, we launched the work. As the pivotal technique, we adopted the software engineering method, in consideration of the special characteristics for military use and according to the norms of the software system construction, software frame environment, and the . NET frame.At last, we successfully set up this data management system by using XML, ADO.NET, GIS techniques, based on the distributed .NET frame. As well, we have made some discussions in the typical problems when we operate the system and the pivotal techniques that we have adopted.
