During years of developing respectively, the Geographic Information System (GIS) and Decision Support System (DSS) have formed its own examples. However, with the everlasting developing and increasing demands, the traditional GIS and DSS show gradually drawbacks. Analysed from the present performance of GIS, they are still staying at the traditional level, such as in the aspects of getting data, restoring, querying, analysis, display, drawing picture and tables. All this shortcoming are mainly due to its incapability of supporting the decision of complex problems. And traditional DSS is a unilateral information system, only based on the data of non-spatial. With the developing of information technology, the management of spatial data is regarded as more and more valuable and important.Considering all of these, this articles will propose a new model frame basedon these two traditional ones-Spatial Decision Support System, whichintegrated the spatial data and decision support data to form a new system. This new system can offer a direct, vivid, picturesque information service. Based on this mode frame, the article makes a further research in the organization of spatial data, coherence of the various spatial data and decision support data, integrating methods of the inner data of GIS and DSS, methods of dynamically loading of outer data, and make a solution to improve the executing efficiency after importing the huge spatial data.The background of the article is the project of "Geographic Information System supported by national economy" set by the State Council, which is one of the key project of national 9th five-year plan. Summing up practical experiences, the article analyses the integrating method of GIS and DSS systematically. The conclusion had found a good application in practical projects.
