With the rapid development of Hydraulic Engineering, using GIS to manage lots of attribute data about reservoirs, wells and ditches becomes more and more important, and so does using the spatial analysis to make effective decision. The paper describes how to develop Hydraulic Engineering Geographical Information System (HEGIS) and apply the latest technology to develop GIS software, which based on the current conditions of GIS technology all over the world. Then, author takes an advantage of OOA method to build a data modal and a database structure for Anda City HEGIS. The theory of Fuzzy Optimum and Fuzzy Decision in the Hydraulic Engineering is also discussed in the paper. It covers:1. Based on the analysis to management processes of Anda City Hydraulic Bureau, author discusses the basic function, which Anda GIS must carry out, and its system structure.2. How to change raster map to vector data is a hot direction in the spatial data capturing field, author carries out a lot of hard work on, and supplies a new algorithm to accomplish this task.3. The OOA technology is a new kind of method that is being used to plan Management Information System. Author uses the method to build a question space modal.4. The management system for the invest decision to the project plays an important role in the Hydraulic Geographic Information System. In this paper the author discusses how to build it in detail and brings the theory of Fuzzy Optimum and Fuzzy Decision into HEGIS to assistant the manager to plan and manage.
