This paper includes three parts . The first part proposes a sufficient condition , if the properties of the bilevel programming satisfied the condition , we can solve the bilevel programming by solving single level programming . This condition make it easy and simple to solve the bilevel .The second part proposes a new solution concepts which based on the solution of multi-objective programming .This solution concepts is much more close to the practical problems of the economics . And discuss the relation between this solution and the proposed solutions and proposed the optimality condition of the kind bilevel programming with multiple followers based on the solution concept. In third part , on the base of the feedback theory in systems, a new method is proposes to calculate the noninferior solution of the multilevel multi-objective system with interior dependence , which enlarges the weighted method for the multi-objective systems.
