It's a common and promising way to establish stochastic programming model for random service systems, such as the management and design problem occurred in ports. In the thesis, we mainly studies the management system of port trade by using stochastic programming and theory of system and optimization control, in which the introduction of the system state space, state variables and optimal control extends the scope and depth of the research of the stochastic programming. The main results obtained are as follows. By virtue of concepts of system state space~ state variable and theory of optimization, we describe port management system in details, and discuss system state space and control value space, and some special cases are studied. We establish a stochastic model of system control, and explain samples of stochastic variables and equipment failure. For the particularity of problem, we present some optimization property of model, and construct a feasible optimization algorithm. Noting the renewal of equipment and the fluctuations of the annual volume of handled port freight, we present some improved measures and upgrade the stochastic model. For the upgraded model, we also give an optimization condition and construct a solution procedure.
