The investigation on the deformation of coal body and coal measure is the foundation for the evaluation of coal resource and coal mining, the prediction of coal and gas outburst, and the assessment of coalbed methane producibility. Because the deformation of coal and coal measure is controlled by the rock mass structure, In this paper, based on the rockmass mechanics and the other corresponding theory , two parameters are suggested, which are the strength coefficient depending on Young's modulus and Poisson's ratio and the fractal dimension depending on the thickness of rock layer: According to the investigation on the Shuangquan mine of Anyang coal district, the CBM development area of Qinshui Basin, and the Gushan mine of Xingong coal district, the control of rock structure to the deformation of coal measure is systermically discussed. Where the strength coefficient of rockmass and fractal dimension is low, the deformation of coal and coal measure is ductile. As a result, the fold and deformed coal are well developed. Coal and gas outburst is intense and coalbed methane development is difficult in this area. The brittle deformation of coal and coal measure is mainly concentrated in the area with high strength coefficient of rock mass and fractal dimension. The faults are well developed in this area, and the deformed coal cannot be distributed regionally, only distributed near the faults locally. It is obvious that deformation of coal and coal measures is not only controlled by the strength coefficient of rock mass, but also by the thickness of rock layer. Based on the above theory, The regional prediction of coal and coal measure deformation can be predicted, discussing factors of differences result is impacted, which also provide a new approach for the regional prediction of coal and coal measure deformation. By dint of regression analysis theory, the constitutive equation of the Coal-rock deformation is established with the rock strength coefficient replacing the Young's modulus and poisson's ratio, which builds the relationship among the layered rock constitutive relationship, physics experiment and numerical simulation. The constitutive model is a breakthrough in a sense for the traditional method, and provides a new method for the investigation on the coal deformation.
