Policy-making thought and human practice close related, in the technical highly developed society, the factors that affects human practice compared with before is more complicated, the multi-factor decision-making question has been valued people's more and more and becomes one of important decision analysis in research contents. The network question in the aspects of the road, the railway communication construction, the communication network construction, the electrical network construction, the pipeline transportation and so on has the extensive research background, especially in the aviation domain's application had the epoch-making significance.After system study the multi-factors decision and network optimization, this paper analyzes the decision-making on the concept of an integrated, multi-factor in the multi-factor decision and the general models of multi-factor decision, pointed out that the join point of multi-factor decision and network optimization. Then, the background of variable weight, the origin of variety weight, the nature of variety weight, the relationship between them, the structure of balanced function and the multi-factorial functions been detailed analysised and researched, so a new multi-factorial function gained. Finally, the network optimization of some basic concepts and the network optimization of a few traditional issues been introduced, combined with the principle of variable weight some network optimization problems in the content of the theoretical been researched, gained two new models of network optimization:the model of the shortest path problem based on variable weight and the network flow based on variable weight. And the shortest-circuit problem been detailed analysised.Network optimization problems can been transformed from the basic issues of the shortest-circuit problem and the network flow problem, combined with the principle of variable weight the reliability path definition been given,the multi-factorial reliability been given, the most reliable replace-way definition been given, the most reliable replace-way has an important purpose in the real-time decision-making system, by the end of the theory the algorithm analysis and example been given, the results confirmed the theory's reasonable. This paper's innovative work:from the principle of variable weight the network optimization's two models been given, from the principle of variable weight the multi-factorial reliability definition been given, and the most reliable replace-way definition been given.
