Research On The Technological Innovation In The Construction Of Modern Agriculture

The "CPC Central Committee's decision on a number of major development issues ofrural reform " ,passed through by Third Plenary Session of the Seventeenth giving us theoverall vision on the development of rural reform, has important and far-reaching significance.The Decision emphasizes the need to accelerate agricultural scientific and technologicalinnovation in the new period and leading in the direction of agricultural technologicaldevelopment.It is an important task to promote rural reform and development.This paper, based on previous studies, makes the use of literature study, questionnaires,field interviews and other methods, combing qualitative analysis and quantitative analysis, andconducts the empirical analysis on four provinces across the country, autonomous regions, thetownship government and farmers on agricultural science and technological innovationapplication situation. It is found that 85.5 percent of the farmers are will to use newtechnology, but only more than 40.2% willing to spend 1,000 RMB in new technology, byanalyzing the ways farmers get the information about agricultural technology and innovative,the will to use the new technology, results of the use of agricultural technology innovation andother indicators of real purchasing power. Analyzing practical results earnings on the use ofagricultural scientific and technological achievements by farmers, we find that 59% ofhousehold income are increased by less than 10%.By analyzing the result of survey and depth interview of the farmers and the government,we find that the low rate of the convention of Agricultural Science and Technology has manycauses, such as insufficient capital investment of the government and farmers of agriculturalscience and technological innovation, lack of agricultural technological innovation capablepeople , low level of scientific investment, low level of farmers'scientific and culture ability,lack of awareness of agricultural scientific and technological innovation, the weak power of agricultural extension services, the complete structure of studying and research mutual aidmechanism and imperfect market mechanism.In order to solve the problems of agricultural science and technology innovation, it isrequired to establish the Government-led, pluralistic system of agricultural technologicalinnovation, to improve the system of agricultural technology innovation and personnel training,and to effectively make sure the treatment of people who are contribute to agricultural scienceand technology, to improve farmers'ability of science and culture, to spread the system ofagricultural technological innovation, to promote the agricultural innovation system, toimprove the "research" mechanism, to strengthen market management, to standardize marketorder.
