Service outsourcing could upgrade a country's industry and enhance its competitiveness. Now China is in the stage of economic transformation, the shortage of migrant workers during 2010 Spring Festival is a warning to us:it is urgent to upgrade the industry and turn to a new direction of development! Therefore, how to take this opportunity and make economy develop quickly and healthily became an issue to be studied, besides, many experts think impacts of institutions on economy can not be ignored. For the right purpose and background, this article studied the impact of institutional factors on China's service outsourcing.An simple econometric model was established, variables service outsourcing and nine institutional factors were brought in the regression analysis, final conclusions were found:property rights was the most obvious variable affecting service outsourcing, followed by trade policy, other variables including monetary policy, investment policy, fiscal policy, corruption and others also affected service outsourcing, but in various degrees. Property rights and service outsourcing is negatively correlated, the result is inconsistent with the assumption, which was accounted for the characteristics of software—copied easily and in low cost. The correlation of other explanatory variables and service outsourcing was completely consistent with the former assumptions. Based on the regression results, some suggestions were given in this article: to improve laws and regulations, to be favored from trade policy, meanwhile monetary policy, fiscal policy and other policies should be combined, to change government functions, to effectively promote market competition. For better understanding, one of the outsourcing cities Xian was studied as a case, the results were consistent with the empirical analysis. The conclusions in this article should have some meaningful guidance to the government seeking for the development of service outsourcing.
