At present, China has drawn up and implemented a series of policies and programs to develop science and technology, expecting a breakthrough in high-tech fields.Therefore, our government invested heavily in the development of science and technology. However, in recent years, there have been a growing incidence of research misconduct. In the form of plagiarism, forgery, tampering and so on, scientific research misconduct appeared in the application, review, implementation, publication and appraisal stages of the government research investment programs, which not only resulted in economic losses in our investment in technology, but also caused immeasurable damage to the reputation of research integrity. In December 2009 the occurrence of a one-time withdrawal of 70 Chinese international journal papers told us that there was an urgency need for effective control measures for our government to prevent misconduct in scientific research.This paper first summarized the current situation of government investment in scientific research, exposed the existence of research misconduct in the government research investment projects, and summed up the definition of research misconduct. Then the author listed the manifestations of research misconduct in the process of projects application, review, implementation, publication and appraisal so as to give a clear and straightforward understanding of research misconduct. Afterwards, the classic cases from domestic and overseas were studied and analyzed to find common aspects from their different causes, which included the aspects of researchers, social environment and regulations, and these common aspects provided evidence for the development of effective control measures for research misconduct. Finally, from the integrity of research system construction experience of the United States, Britain, South Korea, we concluded that to further improve the management and control measures of research misconduct, we need to establish a mature and complete technical assessment system and promote civic participation, we should modify the incentive policies for the scientific and technical personnel and develop academic standard for education, and we can also use technical means to test research results.
