With the industrialization, urbanization, and agricultural labor productivity, labor force has been reduced gradually in Chongqing. At the same time, the labor force increased in the secondary and tertiary industries. This will inevitably result in the rural surplus labor from agriculture to non-agricultural industries, from the rural to urban areas. However, the overall quality of the general agricultural population is relatively low, to increase skills training of the transfer is a good to promote the agricultural labor force to co-ordinate urban and rural development, increase their incomes and improve their living standards. However, due to various reasons to actively-participate" in the training of rural workers in cities is not high; the training of rural workers in cities is difficult to promote a deeper level. In this paper, I try to analyze the realities of the training of rural workers in cities in Chongqing and by analyzing the four main training involved:government, Enterprise, training institutions.the reasons for lack of training power.At last I come to a conclusion that to solve the problems of training of rural workers in cities,we should design incentive mechanisms for farmers and workers from the government perspective, business perspective, training institutions perspective, personal perspective of rural workers in cities point of view.To accelerate the training efforts of rural workers in cities is determined by the realities in Chongqing. Chongqing is located in economically depressed areas of the West in china, but also sets the "big city","great in rural areas",the "big reservoir" space structure and the urban-rural development gap is becoming wider and wider. Conduct training for rural workers in cities is not only good for their own development, but also promote economic and social development needs. Chongqing is a large city of the output of rural workers in cities, so the training needs of rural workers in cities are especially urgent. In this paper, I come to a conclusion that the problems in the skill training of rural workers in cities is from the government, Enterprise, training institutions. And rural workers in cities themselves. And training of rural workers in cities is a game of the government, business, training institutions, personal interests of rural workers in cities Namely, from the Government Perspective:co-ordinate the overall situation, increase the training of rural workers in cities guidance; increase the training of rural workers in cities assessment efforts; to promote the implementation of occupational access system;reform the household registration system; to build a unified labor market; establish and improve the Rural Worker's Social security system; increase financial inclined to address the lives of rural workers in cities protection during their training. From the perspective of training institutions:comprehensive training system training institutions to enhance training of attraction; to improve the quality of training; improve the faculty building; explore the training institution-building model; innovation and evaluation mechanisms; From Enterprise Perspective:The training of rural workers in cities into the areas of business strategy; set corporate social responsibility, build good corporate image; enterprises and training institutions in order to stimulate employment. From the personal perspective of rural workers in cities:to raise their awareness;improve their comprehensive quality; multi-funding to meet demand.
