With the acceleration of world economic globalization as well as the increasingly fierceworldwide competition, modern Reservoir Management, as an advanced managerial concept,has been taken by oilfield enterprises as an important means to reduce their cost, improvetheir efficiency and reach the goal of sustainable development. Recent years, oilfieldenterprises are actively reforming their existing cost management models to satisfy therequirements proposed by Reservoir Management. However, their current cost managementmodels still have some problems, such as the structure and mechanism of these models are notso sound, the extend of elaboration and standardization as well as scientization remain at acomparably low level. Prominently, the integration of these cost management models withReservoir Management and operation management is relatively not so close. So the block costmanagement model comes into being. In the process of implementing block cost management,oilfield enterprises, focusing on the block management process, can design a scientific andeffective cost analysis and evaluation scheme to analyze and evaluate the operationalcondition of the block comprehensively and systematically. Thus can help oilfield enterprisesdiscover the major problems promptly in the process of block management, analyzing thereasons, and accordingly, respective suggestions are put forward as bases for furtheroperational optimization decision. This whole process plays a significant role in improvingthe cost management level of oilfield enterprises and optimizing reservoir operationefficiency.Based on comprehensive research about cost analysis and evaluation as well as ReservoirManagement basic theories, this article presents the requests for cost analysis and evaluationdemanded by Reservoir Management. Next, in the light of the actual state of China's oilfieldenterprises, as well as the existent problems of present cost analysis and evaluation, thenecessity of enhancing block cost analysis and evaluation is proposed. On this basis, thearticle designs a block cost analysis and evaluation scheme, which has been empirically putinto practice in a Shengli oilfield's block. Finally, block cost analysis and evaluationscheme's relevant ensuring measurements are discussed.
