Recently, there is a new trend of research between the OM(opeartion management) and HRM(human resource management). Some researchers said that bringing the OM models into HRM can help to solve the optimzational problems. On the other hand, in the modern, the organization structures of the most companies are step-like. Because the higher the level of the positons, the fewer quotas for promotion, so the company have to decide if the empolyee are qualified to be promoted, so the scientification and rationalization of the promotion institution is very important for a company. But the accomplishments of the promotion decision model are limited, and the common methods of the promotion decision are with hige subjectivity, so bringing the OM models into HRM promotion research is full of meaning.Based on the theories and researches above, this paper gives a set of promotion decision models, which is a big attempt in the research between HRM and OM. First, this paper gives the literatures of this mix field as the theory support of this research, on the other hand, it points out the shortage of the common models and methods of the promotion, then get the idea of bringing the multiple criteria ABC classfication model into the HRM promotion research. Before the model research, this paper brings the competency model as the stratgey of the promotion model, which is the base of the promotion model.In the model research part, based on the theories and researches between the HRM and OM, this paper brought the multiple criteria ABC classfication model into the HRM, and set up a basic multiple criteria promotion decision model (Model 1), which solve the problems about weghts assignment with high subjectivity, or the results are not quantitative and can not be ranked, or the methods are with high technology and diffcult to apply. What's more is this paper improves the Model 1 and then gets the Model 2, which can aovid the problem of the less important indicators gets higher weights in the Model 1, and Model 2 is much easier to apply. Also, this paper gives a way to set up the lowest score line, which bases on the models of security stock and reorder point in inventory management of OM, and named model 3. It can solve the problem that some indicators of the promoted candidates may below the normal level. At last, this paper gives the process of promotion decision based on Model 3, and the data simulation.The accomplishments and creative points of this paper are as below:(1) This paper brings the multiple criteria ABC classfication model into the HRM promotion research and get a scientific and easy-doing model, which can consider multiple criteria, can solve the commom promotion decision problem with hige subjectivity, the results are quantitive and can be ranked, also it is very easy to apply.(2) This paper brings the models of security stock and reorder point in inventory management of OM into the lowest score line model.(3) The model research in this paper is not only a big exploration in the OM-HRM field, but also gives some reference to the company management.
