But because of lacking of unitive and normative direction, the industry becomes out of order in a certain degree, for example, many guarantee organizations are not real ones, many haven't the ability of guarantee or enter the industry of guarantee for other purposes and the risk management of SMEs is not even, etc. These problems are reflected by the form of guarantee risk in the end. At the same time, they also make the sustainable developing ability of guarantee organizations subjected to query. Under such background, the research on the operating mode of guarantee organization has realistic meaning and urgency.According to the request of marketing operation, the theoretic and the practical fields pay more attention to the innovation of the operating mode of the SMEs credit guarantee organization. The operating mode is the core of the SMEs credit guarantee system, and whether it is reasonable or not, it determines the operating efficiency of the guarantee organization to a great degree.This thesis based on analyzing foreign country's operating mode of the SMEs credit guarantee organization, mainly analyzed the choice of guarantee organization's organization form, founds sources and the guard and control of the SMEs credit guarantee system, and made Liaoning SMEs credit guarantee institutes as a case. This thesis finally raised some suggestions to make the operation mode of SME credit guarantee more perfect.
