Currently, China's software outsourcing enterprises have developed rapidly. The scale of enterprises has grown lager and lager, and the competition between them becomes fiercer and fiercer. Software outsourcing enterprises in order to have better development, they must improve management and enhance core competitiveness. However, on the current status, cost management is a weak link of software project management, existing a lot of problem.This thesis makes a study on the problem that exists in the cost project of software outsourcing enterprises. After analyzing the status of project cost management on software enterprises, this thesis finds that the major problems-are that cost project management and the project implement ion don't integrate closely, with a big deviation of budge. This thesis solves these problems, based on the analysis of software project management and software development process, using the classic PMBOK, and establishing the project cost management system. The design of the project cost management system four specific stages needs analysis, software design, implementation and the termination. In the needs analysis stage of cost estimation, this paper does a research on the cost driving factor for technical management staff, by using the Delphi method, forming the judgment matrix. Then use the AHP filter and get rid of workload multiplier which has minimal impact on cost, forming the workload multiplier table that is suitable for the overall project. So as to optimize the COCOMOⅡmodel, raising the accuracy of project cost estimate. In software design stage, through the allocate the human resources rationally by using WBS method and combine practical experience, generating the entire project cost budget, providing the basis for the next part of cost control, In the final stage of specific implementation and termination, control project cost by using earned value; correct deviation in time according to the implementation of this project; propose the methods for reducing cost. The establishment of this whole system makes the project cost management of outsourcing software industry be more systematic, with reasonability and feasibility. Finally, this thesis develops "the council management system", according to a specific software project in Neusoft, and applies this system into practice. At the same time, this thesis provides the key factors and advices for Neusoft when it applies this system.
