Study On Application And Management Of Forest Land Resource Evaluation

Forest land resource asset evaluation is an important part of the assessment of forest resources, which is based on some of the forest resources with assets conditions for value judgments. With the advance of collective forest right system reforms, forest land circulation becomes increasingly frequent, forest land resources evaluation is particularly important now; it is playing an important role in market reform of China's forestry system and the transfer of collective forest rights. However, there are still many problems on evaluation of forest land resources, so improving forest land resources evaluation management has become essential.Based on the analysis of present situation, this paper proposes the importance and urgency of forest land resource evaluation. Then it analyze the theory of forest land resources evaluation, utilize a number of theories of economics and management science , explain the theoretical basis of the forest land resource evaluation and put forward the necessity and feasibility to improve forest land resources evaluation management. This paper describes the content of lands and forest land resources, also the basic elements of forest land resources evaluation. It introduces four common methods of the forest land resources evaluation,and discusses basic procedures and methods application of forest land resources evaluation through a case.This paper analyze problems of forest land resources evaluation management, such as forest land resources evaluation related policies and regulations are incomplete, rating agencies and personnel qualification is in a mess , industry management need to improve, etc. For the existence of related issues, the author proposes some specific recommendations, including a clear assessment of the standard fee, the establishment of forest land resources evaluation CPV system, the establishment of CPV (forest) qualifying examinations, changes in industry management, the industry self-management under the supervision of implementation of the government and so on.
