Ecological Compensation Based On The Diversity Of Land Use/Cover

As a kind of methods in economic and legal to promote environmental protection, ecological compensation can make the ecological profit-producing obtain benefits of ecological economy compensation. The ecological benefits should undertake the corresponding ecological cost, in order to realize the sustainable development of social, economic and ecological environment in regions. In recent years,with the acceleration of urbanization, the rapid development of social economy and the significantly change of land use/cover, Guangdong province paid a heavy price in resources and environment, pressure on ecological system increasing day by day. But existing resources and environment condition and industrial development situation of social and economic development are different in regions of the province, and they are unbalance in the ecological environment and social economy in spaces, how to coordinate the the relationships of economic development and environmental protection in regions of Guangdong province, adjust the conflicts of regional interest, realize the balanced development in regions become the problems we need to attention and solve.Based on the data of land use change survey and statistics yearbook as the main basis, through the analysis of the ecological compensation and the theory of ecosystem value accounting method, this paper established regional ecosystem value equivalent factor accounting methods and the value system of regional ecological economic compensation method. Guangdong province as the research object, will be divided into the Pearl River Delta, the western part of Guangdong, the eastern part of Guangdong and the mountains area of northern Guangdong. The ecological system will be classified to five major ecosystem, the natural ecosystem, the agriculture ecological system, the water ecological system and the urban ecological system, through different specific function of ecological elements base on the eight kinds of land use types. There are the cultivated land, woodland grassland, water areas, residential, mining, transportation land and unused land etc. Based on previous studies and ecological service value per unit area yield factor Table of Chinese terrestrial ecosystem, Guangdong land use/cover ecological service value per unit area yield factor Table are established, and modified according to different regions of the average grain yield per unit area of farmland the economic value and specific conditions for Guangdong province. Then ecological service value of differebt ecosystems are calculated that foure area and each cities of Guangdong in 2008. And then the differents regions of the ecosystem value are analysed on the basis of the analysis of the ecological system in Guangdong province. Then Estimate eco-compensation standard by different level of social economic development and willingness to pay for ecological compensation. Finally make suggestions to improve eco-compensation of Guangzhou.
