| Since the reform and opening up three decades, the development of non-state enterprises in Shanxi Province has made great contributions to the economy, but the acceleration of the process of globalization and the increasingly fierce market competition has brought more and more serious challenges to the development of non-state enterprises, its own problems are becoming increasingly prominent.First, the rough and original management, lack the correct comprehension to the market, pursue a short-term benefits; Secondly, the character of governor isn't high, the imperfection of professional human resource management working talent makes the business enterprise could not develops the function of manpower capital and has never given manpower capital to invest enough value; Furthermore, with absorb the village surplus labor force for it ,the not- state-owned business enterprise exists phenomena of the main human resource source grow to the depredation use of the agricultural labor force over a long period of time , such as the production condition is bad, low wage rate and bear debt a wages, social guarantee system not perfect etc. These are all the right main reasons of the employee produce aggressive not high, low production of labor rate, business performance not high.This paper summarizes the literature on the return of corporate strategy, human capital investment and the determinants of business performance areas such as basic theory, through the survey to understand the development of non-state enterprises in Shanxi status and problems in theoretical and practical summary of the above proposed on the basis this paper to three of your basic assumptions. Through the design of the questionnaire, processing the sample data, using SPSS software, first of all corporate strategy, human capital investment were the principal component factor analysis, resulting in three types of business strategies (cost-based strategy, quality-oriented strategy, innovation-oriented strategy) and three person-capital investment system (utility system, assist system, the cumulative system), then all the control variables (including firm size, corporate ownership type), three types of business strategy as well as three human capital investment system, descriptive statistics, reliability and the correlation matrix analysis, and finally on the basis of the above analysis to explore the non-state-owned enterprises in Shanxi strategy, human capital investment, as well as the relations between business performance, using the respective human capital investment and business performance, business strategy and human capital investment and corporate strategy and the interaction of human capital investment in the business performance of the regression analysis methods to explain the business strategy, human capital investment and the relationship between corporate performance, on people deepen their understanding of human capital investment and the relationship between corporate performance provides an important inspiration.
