Scheme comparison of the railway construction is an important content in the early stage of working. According to the requirements of the sustainable development, the destruction of environmrnt must be tried to reduce. It will be exert a far-reaching influence in railway construction if a new evaluation factor named economic loss of environmental impacts is added to selection of schemes.In this dissertation, a quantitative analysis is tried to do in the railway construction, and the information about environmental impacts is hoped to be provided on the scheme comparison of the railway construction. Some questions are mainly discussed and studied in this dissertation. The first part is introduction, in which the background of the project is analyzed, the actuality of domestic and overseas is studied, and the main content of this paper is introduced. Secondly, the difference is analyzed between morden and traditional railway selection, and the railway selection considering the environmental impacts is advanced. Thirdly, the theory and estimator are summarized on economic analysis of envoronmental impacts based on the environmental value. Fourthly, the calculating indexes of economic loss of environmental impacts are advanced and estimated on railway construction, which include three parts of plant, soil and water. Furthermore, the method of environmental impacts estimation which is used in railway construction is analyzed in fuzzy mathmatics, which include eco-plants, terrain-geology and sensitive area of ecology. A scheme optimization system of railway construction is established which considering economic loss analysis of environmental impacts. Fifthly, taken the railway of lanzhou-chongqin as an example, the economic loss of environmental impacts are calculated and the results are analyzed. At last, a conclusion is worked out and the problems that need further study are discussed.Now, the unitive and normative methods are not formulated by environmental supervision on environmental value, especially in railway fields. The calculation of economic loss of environmental impacts is simple in railway construction, so only a great influence factors are estimated at actual computation in this dissertation.Therefore, the result of estimation is not the real loss in railway construction. But it can provides a criterion in decision process for green railway selection. More exact calculation needs plenty of full and accurate basic data, so railway department should do a lot of work, eatablishing database to analyse environmental impacts in railway construction, doing well the basic work of sustainable development for railway construction.
