With the overall commercialization of 3Q China's telecommunications industry has undergone restructuring, and the initial three operators, China Telecom, China Mobile and China Unicom, have started full business competition. Under the new situation, it is still thorny how the Government forms a scientific and reasonable price-control model which can not only ensure sufficient competition in the telecommunications market but also protect consumers to get more benefits, as well as the interests of the largest operators to achieve.This article focuses on comparative study of Sino-US telecom price controls; respectively, to identify the similarities and differences of the price control models, and to find out the reasons from the structure of property rights, regulatory model, cost accounting systems, tariff structure and billing methods as well as market differences. Based on the theories of Incremental Cost and Price Cap Model, this paper attempts to draw on the development of telecommunications in the United States, proposing two reasonable models, that is, a cost accounting model and a telecom price control model for China's future 3G era.This paper is divided into four chapters. The first chapter illustrates the background of this research and conclusions of related research; the second chapter focuses on the telecom price controls in China and the U.S., and compares the similarities and differences between the two; the third chapter further analyzes the reasons of the differences; according to the price controls business model of U.S. data, the fourth chapter discusses how to develop our own price control mode for the coming era of 3G data services.
