| Project initiation management is one of important parts in whole project management. The feasibility study is one of the core contents in project initiation management. The feasibility study must be finished before a project's start. In the feasibility study, the factors related to the project such as marketing, resource, technique, economy and society problems should be analyzed, so it can be confirmed whether one project should be set up, or choose one best investing strategy. One project can't be changed once investment has been occurred. Therefore, before one project starts, one must do project feasibility study and evaluation in order to reduce mistakes of decision-making. According to the theory of project feasibility study, this thesis analyzes the feasibility of the Capability Expansion Project of BMCC Signaling Network. First, the thesis analyzes the technical feasibility for the project of LSTP Capacity Expansion, which concludes that the LSTP is of enough technical levels and equipments to complete the project. In financial respects, it analyzes some financial and accounting indexes such as the net present value, internal return ratio, and investment recycling time etc. and concludes that it is available in financial and accounting. The thesis also analyzes the problem of the project risk management. With the checking list method which is based on past experiences, it identifies the project risk factors and ranks these factors based on its happened probability. Then the thesis put forward to the response measures for the risk guard. The results show that the LSTP project has maturity technology, enough financial support and good IRR, the controllable risk. According to our study, this project can not only obtain a good economy effectives and efficiency, but also provide infrastructure for the expansion of Beijing mobile GSM and GPRS networks in future. It has important practical applications for the economic development of Beijing mobile. |
