Since the reform and opening up, the market economy has made a vigorous development, and People's living standards also improved increasingly, so the people's requirement to consumer goods become continuous improvement, and the social material civilization and spiritual civilization has stepped into a high level. In transportation industry, owning to the introducing of the reform and opening up market mechanism, our highways transportation now faces more and more fierce competition, and the undesirable competition often occurs. Although the government has made a series of control measures to make transportation market formalization, there are still some shortcomings remain to be improved.In order to restrain the operators' business behavior and guide the market to the benign competition, our country bring in the enterprise credit evaluation in the late 1980s, and then arise many theories in this area. Road passenger transportation enterprise launched the quality credibility assessment extensively on a national scale, but there are still some shortcomings remain to be improved. This paper based on the analyzing of the opportunities, challenges and the requirement which is faced in the development of the bus passenger terminal, then put forward the improved and consummate quality credit evaluation system about the bus passenger terminal. According to the eight quality management principle of the ISO9000 Management guidelines Series and the expound about the quality management system, management responsibilities, resource management, the product realization, the measurement analysis and improved in the quality management system performance improvement guide, combining the bus passenger terminal's main service work, including the passenger service, vehicle service, the service environment and the Safety service, and make a comprehensive analysis, then targeted design the six examination content in safety production, business behavior, the quality of service, social responsibility, station management and bonus items. According to the indicators characteristics, adopt the principle of combining qualitative and quantitative, divided the six examination content and choose the more important and the high maneuverability indicators to design the evaluation framework Then using Delphi method to adjust the indicators, and finally determined the quality credit evaluation indicator system of the bus passenger terminal. Wish it can provide the reference effect to the transportation management departments in the management functions, constructing credit system, improving service quality, ensuring the safety in travel, improving the quality of the workers and so on.
