As a result of the enhancement of housing's market-oriented degree and the expansion of the gap between the rich and the poor, many low income earners face great trouble in purchasing or even renting houses. This asks for a perfect set of national housing safeguard system to protect their rights, and the low-rent housing system is precisely one of this system's most important contents.This article earns experience from the construction of low-rent housing system both in and out of our country, reviews and studies the process of low-rent housing system's construction in Hebei Province and forecasts its possible impact on economic development in the future. This research ends up with the conclusion that the low-rent housing system is a superior plan to solve the low income earners' housing problem, to bring down the excessively high price of house, to help the economic resurgence in the recession background as well as to release the domestic demand effectively. Moreover, this article also explores the ways of promoting the provincial economy and people's livelihood harmoniously by establishing reasonable and effective low-rent housing system.This article consists of main ideas as follows: First, massive supplies of low-rent houses controlled by government can safeguard people's livelihood in a better degree. Such assistance to the minority groups enables more people to occupy and enjoy a good and prosperous life, simultaneously promotes the society's harmony and stability. Second, under the world financial crisis's environment, the low-rent housing construction has great promoting effect on economy. For investment, the low-rent housing construction can stimulate the boom of the architecture industry; for consumption, the low-rent housing decreases people's enthusiasm of saving money to buy a house, thus expands the domestic demand. In fact, this system can draw great economic growth only by making people feel much more happier than before. Third, there is still no balance between the supply and demand of low-rent houses in Hebei. The construction of this system has just begun and there is a long way to go. Fourth, the implementation process of the system may be frustrated by a lot of problems such as fund insufficiency, low subsidy of the material object, unitary of the financing channel, deficient in room sources and narrow coverage of demanders. Based on these questions, the author puts forward some proposals for the development of this system. For instance, exploiting multiple channels of financing while focusing on the government finance, choosing the locations of low-rent houses reasonably, expanding the supply of such houses and its safeguard scope, last but not least, establishing strict principles to regular the admittance and withdrawal sections of this system.In order to enable this research to have persuasive power, this article uses the curveexpert software to forecast the potential demand of the low-rent houses in Hebei Province, and draws support from the input-output analysis and the elastic analysis methods to prove that the low-rent housing construction may and must have great promoting effect on economic growth in Hebei. This is also the main innovation spot of this article.
