For investment, the low-rent housing construction can stimulate the boom of the architecture industry; for consumption, the low-rent housing decreases people's enthusiasm of saving money to buy a house, thus expands the domestic demand. In fact, this system can draw great economic growth only by making people feel much more happier than before. Third, there is still no balance between the supply and demand of low-rent houses in Hebei. The construction of this system has just begun and there is a long way to go. Fourth, the implementation process of the system may be frustrated by a lot of problems such as fund insufficiency, low subsidy of the material object, unitary of the financing channel, deficient in room sources and narrow coverage of demanders. Based on these questions, the author puts forward some proposals for the development of this system. For instance, exploiting multiple channels of financing while focusing on the government finance, choosing the locations of low-rent houses reasonably, expanding the supply of such houses and its safeguard scope, last but not least, establishing strict principles to regular the admittance and withdrawal sections of this system.In order to enable this research to have persuasive power, this article uses the curveexpert software to forecast the potential demand of the low-rent houses in Hebei Province, and draws support from the input-output analysis and the elastic analysis methods to prove that the low-rent housing construction may and must have great promoting effect on economic growth in Hebei.
