| In this paper, forest tourism resources of tong mountain were evaluated by studying with "three value", "three benefits" and "six conditions" evaluation index systemon on the basis of investigation. it show that: the tong mountain scenic resource is rich, beautiful environment, and has the essence of tourism resources, include mountains, lakes, gathered island, pool waterfalls, caves, temples, revolutionary relics, myths and legends and historical stories, Set " grand, precipitous, wonder and beautiful"as an organic whole, natural landscape was harmonized with humanistic landscape, which is a typical landscape features with" mountain (tong mountain) ", "water (tongshan lake)", "a temple (QingLiang temple)", "a holy sanctuary (revolution- jiaozhu park)", Especially it was as the carrier of Buddhism and taoism culture, and every year it attracted tens of thousands of pilgrims to pilgrimage across the tourism scenic spots, it will become the breach of the economic development of BiYang county, and will drive the its development ,even its around the local economy, change the status quo of relatively backward, This scenic spot have convenient transportation , adequate passenger source, fresh air, quiet environment, cool climate, it is very suitable to avoid summer heat for summer from March 10 to November about 240 days.tong mountain, utilize situation of tourist resources to contrapose different purposes of tourists, and six travel modes were made: One is leisure ecological tourism in order to close contact with mountains, water, birds and insects of nature; two is the historical culture tour for the purpose of education in patriotism and in Taoism and Buddhism; three is forest culture tourism to feel exercising fitness and imperial competitive examination; four is astronomical landscape science tourism in order to educate science and protect environmental; five is agriculture sightseeing tour to experience rural culture, life and the scenery; six is beach resort to keeping the function of health and on holiday with culture connotation and on the beach and its natural landscape.In the sustainable development term, with protection and utilization of tourism resources, combining the abundant tourism resources ,such as advantaged water and sand, ecological agriculture, natural environment, religious culture, life, historical sites in scenic, sustainable development mode is developed between development and regional economic development, and win-win "point to axis to network to piece", scenic is reinforced development in some axis sides, along with increasing economic strength gradually, the point divert from strong economic development regions to lower level of development axis and development center.
