Research On The Development Of Circular Economy In Shenyang Tiexi New District

The development of circular economy is the necessity of increasing resource-utilization efficiency, saving energy source, decreasing pollutant emission and implementing sustainable development. It is the best mode of promoting urban and regional competitive power and promoting fast development of the northeast old industrial base. Shenyang Tiexi new District must make a wise choice of circular economy mode rather than the traditional one. The development course and principal theories of circular economy are systemically researched in the paper. On the basis of investigating the society, economy and environment status in quo, the conditions and problems of circular economy development in Tiexi new District are analyzed. Moreover, the development measures of circular economy are discussed. The paper is mainly divided into five parts. In the first chapter, the research background of the thesis is put forward, and the research result on circular economy of international and national researchers are introduced. In the second chapter, the development course and some basic theoretical problems concerning circular economy, including the connotation, characteristics and principles are introduced. Circular economy is a producing process of comprehensively utilizing energy, resource and waste, under the guidance of sustainable development concept. It requires economy activity forming a feedback flow of "resource-product-resource". Its main characteristic is "low exploitation, highly utilization, low level of emission" and in essence, it is ecological economy, In the third chapter, the development status of circular economy in Tiexi new District, including the society and economy developing levels, resource and energy consumption, pollutant emission and environment quality is concerned. And the status and problems of developing circular economy in Tiexi new District are introduced. In the fourth chapter, firstly the development aim of circular economy is also put forward in Shenyang Tiexi new District. ThenThe paper puts emphasis on the material measures of developing circular economy. Furthermore, the Construction of Ecological Industry Chains of five Pillar Industry such as equipment manufacturing industry, automobile part industry, medicine chemical industry, new metallurgy industry, food and package industry is studied in detail. At last, the construction of supporting and guaranteeing systems such as economy, technology and policy on circular economy in Tiexi new District is researched.
