Research On The Performance Of Government Procurement Based On The Fussy Theory And Analytic Hierarchy Evaluation Methods

With the development of the public financial system performance, the implement of the government procurement is the necessary requirement of the further improvement of public financial management. The government procurement has been fully implemented in china, how to make objective and scientific measurements of the government procurement is the question needed to be solved. to construct reasonable,objective and scientific measurement principle and indication system of the government procurement is an important task. Thus setting up a scientific and seasonal measurement method is necessary to make right measurement of the government procurement performance.Based on the fact of government performance and management, through the careful comparison and research of the government procurement situation at home and abroad, using the basic theory of fuzzy mathematics and the related theory of hierarchical analysis, this thesis analyzes the measurement principle of the government procurement in china and the construction of the measurement indicator system, sets up a scientific and seasonal measurement of the government procurement by the method of combining the fuzzy measurement and hierarchical analysis. It is a measurement method combining the quantitative and qualitative method, which avoids the limits of the traditional measurement. At last, through the specific experimental analysis, combining the fact of the government procurement in china, this paper sets up a complete and standard measurement system of the government procurement performance including the setting up of the measurement indicator system and the choosing of the measurement model using the fuzzy and hierarchical analysis method, so as to make objective measurement of the government procurement.Fuzzy and hierarchical analysis method is the method combining the quantitative and qualitative methods. the use of this method make the measurement of the government procurement were scientific.this paper proves the utility of the measurement system of the government procurement performance through using the experimental analysis of fuzzy and hierarchical analysis method.through the research of the government procurement, it can enhance the supervision and the management of the government procurement, which has the significant meaning to the healthy development of our country...
