Thirty years of the recovery of CPA in China, as the role of economic police, CPA makes important contributions towards reform and opening up, economic development and the building of social supervision system. In the history of CPA development, the profession has experienced a major regulatory model and regulatory institutional changes. These changes reflect the continuous improvement of the industry's system. High-quality regulatory institution will establish a stable institutional guarantee for the long-term healthy development of CPA, as well as the interests of the commissioning party. How do the professional regulatory institutional change generate, and whether the change of system has the effect. These are urgent studies and have practical significance and theoretical value. These researches will promote the development of CPA, and provide important references for the improvement of the regulatory performance. The new accounting standards and auditing standards were promulgated in 2006. From then on, CPA profession regulatory bodies had successively issued some regulatory policies. The year of 2006 is a crucial year for the change of regulatory system in China. In this paper, the new institutional economics as the background, the author compares the relevant systems about the application of institutional change around 2006. It deserves to be specially noted that the regulatory system in this paper is the CPA regulatory institutions, which are mainly based on the new accounting and auditing standards, the study is able to unavoidable affected by standards.This article explores the performance of regulatory changes step by step with the beginning of relevant theories. In the theoretical research level, this paper starts with the industry regulation, and gets a conclusion of the importance and significance of administrative & market regulation. The article defines the market regulation which includes profession self-regulation and other market constraints. This paper applies institutional change theory to discuss the imposed and induced institutional change, and there are both of the institutional change models in the regulatory change of CPA. The article deduces the mechanism of affect of tow change models in the development of regulatory system with the background of path dependence theory. The author finds the relationship between imposed & induced change and administrative & market regulation through the theoretical study. In addition, the dissertation gives a definition of the regulatory performance, and classifies the performance. Based on the theoretical study, firstly, this paper reviews CPA development in U.K., Germany and U.S., and divides the evolution phases in the United Kingdom, Germany and the U.S. process. And then, the paper uses institutional change theory to explain CPA regulatory model change in these three countries. These countries have the respective representation, and the author finds the convergence of CPA regulation model on the globe. Through the analysis of regulatory reform in the three countries after Enron event, the writer finds that the changed regulatory system shows the institutional performance. These preliminary research and analysis give the technical preparations for exploring the performance of CPA regulatory performance in China.The forward part of examining the performance of regulatory in China reviews and divides the phases of the development of CICPA, and studies the regulatory system in every stages and the change of regulatory models. Then, this dissertation focuses on the performance of CPA regulatory system around 2006. The author concludes tow aspects, administration and market, to measure the performance. The theoretical analysis and partly empirical work are the method of the research of administrative performance which includes perfect regulatory system and administrative supervisory performance. Market performance includes CPA's market structure performance and CPA's practice performance. In particular, the author uses regression analysis to study practice performance. Based on the research of two primary lines and four aspects, the paper has a conclusion that CPA regulatory system is effectively implemented and regulatory performance is remarkable. The last of conclusion part, the paper provides the corresponding policy recommendations which involve CPA profession regulation in China.The main contributions of this dissertation:In this paper, the new institutional economics is the theoretical framework. The author reviews CPA-related regulatory system, accounting and audit standards, and creatively researches the institutional causes and change progress. The paper makes use of the theory of new institutional economics to explain and analysis regulatory institutional change. The author builds a framework for measuring the regulatory performance, and investigates the performance. The paper provides the policies and suggestions based on the institutional point.
