Land resources is a non-renewable and irreplaceable scarce resources,it is the essential material conditions of human survival and economic development. And its efficiency of the allocation affect sustainable development. With the city's economic development, urban land scarcity has become increasingly evident, at the same time use of efficiency is low and urban land resource allocation is outstanding.The problem of urban land allocation not only affects the maximum of the land use efficiency and restricts the city's economic development. Therefore, the study of urban land market allocation and its impact factor is of strategic importance and practical value for achieving the greatest land use efficiency and sustainable use of land resources.In this paper, using economics, land economics, resource allocation and other related theory as a guide in the analysis of Jianyang status of urban land market allocation, based on reference-related research results, constructing extent of urban land market allocation targets system and the model. An integrated evaluation method and the gray relational analysis are used to comprehensively evaluate the Jianyang degree of urban land market, and analyzes its impact factor and impact factor.Based on this, puts forward relevant policy Suggestions. The main conclusions were drawn as follows:(1) The urban land market in Jianyang City is gradually from the land transfer agreement to tender, auction, listing the land transfer pattern, and in 2006 recruited auction and transfer is 23.4% in the total transfer,in 2007 accounted for 22.27%,in 2008 accounted for 48.67%,92.5% in 2009. Afer 2007 the post-industrial land gradually reduced, real estate land increased rapidly.(2) The degree of urban land market allocation of JianYang city is very low, the land market is in the mid-transition phase of the market economy. Land price is not very sensitive, suggesting the land supply can not respond accordingly to the supply of land price's changes in a timely manner, and the land prices lack flexibility. The competition of Land transfer is low, lacking market competition. Total supply of land and supply structure are unreasonable, and it can be seen from the supply of false existence of the land market and land speculation remaining hidden.(3) There are many factors effect the urban land market allocation of JianYang city,including land compensation rate,the ratio of land grant fee overflow,the deepening degrees of land finance,the ratio of idle land,the ratio of house price to income,Land supply elasticity coefficient,the ratio of land competition deal,Land the secondary market activity.Through the grey relational analysis, the influence factors of land compensation rate,the ratio of land grant fee overflow,the ratio of house price to income,the ratio of idle land are the most hinger influence factors.(4) In order to improve the urban land market distribution of Jianyang, the total supply must be controlled to adjust the land supply and demand; revive the land resources to ease the contradiction between supply and demand of land;To increase the idle land and inefficient utilization of land treatment;Implement profit-oriented land transfer system, public, Perfecting the urban land reserve system; Establishing the city land land-value dynamically monitor system;Implement the macroeconomic regulation and control and market regulation combination of control measures;Establishing and perfecting the laws and regulations of the land market;strengthen the law enforcement dynamics.
