Land is a vital bearing on the people's livelihood and development of the base.There is lack of land resource and carrying 22% of the world's population in less than 10% of the world's cultivated land in China. Although in practice the system of compensated using of land, construction land use had a certain increase in the level of intensive, but had not fundamentally changed the extensive use of land resources in ways, it was in particular in:First, development model of "the pie" type was still in place in many cities and a large number of suburban and rural land were occupied in China. Second, Local governments to gain access to land value, the phenomenon of enclose the land instead of using "was universal. Therefore,strict land management, promoting the economical and intensive land use, China is facing a long-term and urgent task.In order to promote the use of land steadily can not do without modern science and technology, more important is the policy and the role of the system. From our present situation, the government has played a very important role in intensive utilization of land in the city, especially the government's restraint mechanism to develop, largely determines the depth and breadth of the land using.Based on the qualitative and quantitative analysis of constraint mechanism on the impact of construction land use, based on in-depth analysis the problem and causes of construction land use of the restriction mechanism, the policy recommendations were made to improve the restrictive mechanisms in construction land-intensive use in this article. The following conclusions were drawn by studying:(1)In the absence of binding mechanism, the central government to local governments for direct supervision of the intensive land use, but because of the higher regulatory costs as well as the rational "economic man" of local governments seeking to maximize their own interests, if the central government deregulation, local governments will choose not to intensive land use. After joining the restraint mechanism, clear the right of local government restraints not only reduces the central government's governance costs but also increased the enthusiasm of intensity of local government land. Therefore, the development of scientific and reasonable restraint mechanism is necessary.(2) Although the central government had done some work in construction land use restriction mechanism, also achieved some success, but there are still some problems, such as the economic punishment is too lesser, liability constraint is too general, lack of legally binding provisions on land transfer, public constraints are not clearly the dominant position of public participation in monitoring and so on..(3) The problems of central government constraints of existing construction land use system will have a negative impact on the local intensive land use. Therefore, by increasing the economic penalties on local governments,tablishing a scientific and rational performance evaluation index system, improving public participation in oversight mechanisms and other measures to enhance the enthusiasm of local governments intensive land use.
