Research On The Model Of Highway Management Under Market Economy Conditions

With China's opening and reform policy,in the past few decades China has made great progress in expressway construction.The development of the highway greatly stimualte China's economy in a high speed of development.Because of the great difference in economy state and the enironment condition,our country has various demand on highway development way.In many district, the district government explore the way to manage the highway by their own consideration.Usually we emphasize on the construction process but ignore the management.Constrained by old planned economy ideology,the related authority of highway management do not have a clear right definement.All of this hinder the development of the highway.Based on the problem mentioned above,this thesis argue the necessity of highway management in a market economy system by reference the experience of developed country.The district need to choose the way of highway management by their own condition in order to avoid the problem of ignoring the highway management.By reference the experience of the developed country and our own experience accumulated in past decades, the thesis try to find a continuous,healthy,stable way to manage the highway.In the last this thesis will discuss the difference between the business-type management and the enterprise-based management and supply related suggestion.
