Rural Worker's Social Security System

Since the reform and opening up to now, there has been three decades.China has carried out the rural economic system reform and industrial restructuring, there has been a large number of rural surplus labor force, more and more surplus labor force migrant and form a huge migrant workers groups with the household registration system liberate.Migrant workers has made great contributions for urban economic development, but they live in the edge of city.they suffer a greater risk than urban residents,but no proper protection.Although, the community concered this issue seriously, the central and local also carried out the relevant provisions in social security of migrant workers, but this problem are not satisfactory because of migrant workers complexity, the social security of migrant workers has not been a real solution.In view of migrant workers constitute complex and mobility,This article use construction industry as an example,analysis the problem of the social security of migrant workers, point out five major conflicts that the current social security of migrant workers exist in, thorough analysis to identify these contradictions reasons.On the problem of how to build systems of social security of migrant workers, this article points out the principles to be followed and combines the characteristics of migrant workers to design the three-tier social security system.that is central social security which include medical insurance andwork injury insurance, supplementary social security which includeold-age insurance, indirect social security which include vocational training system and the children of the education system.The innovations of this article is expanding the scope of migrant workers whom not only include famer but also include pastoralist.Anothers,this article as construction industry example designed sub-level social security system according to the characteristics of migrant workers, solved all the problem of migrant workers concerned about. Use the theory of labor economics to point out the impact of present system of minimum wages migrant for workers employment.
