Along with economic development, people's risk tolerance level of urban power grids made higher requirements. In this paper, based on reliability theory, establishment outage model, and use Monte Carlo method to obtain the state of all the system`s components, and changes in all the load points, get the state of the system. Research on harmful levels of all kinds of failures. Depanding on the different harmful levels of different failures, respectively use table method, entropy method and the state duration method to research the risk of IEEE30 and a certain city`s power network. For the Monte Carlo method need for a large number of calculat, use the improved cut-off sampling method, without affecting accuracy, to improve the computing speed.
