Enterprises as the main food production, how to improve management, improve food safety efforts, and to ensure food safety is of great significance. Production goal is to profit, which is based on the production of consumer needs. The problem of food will be abandoned by the public, improve food quality is the basis of profitability. In order to improve food quality standards, many food companies have set up such as HACCP, ISO22000 and other quality and safety management system. Many companies therefore benefit from, but there are some enterprises have not achieved the profitability target established, or even losing money. The reason most of the losses of the enterprises are not food safety management system into the overall management of business operations, But as a short-term actions to improve the quality, or only as a promotional image of engineering, and therefore there is no substantial increase food quality. Food quality management system, while the benefits to the enterprise need a lot of money, manpower and other costs to pay, These costs for enterprises with strength is nothing, but for small and medium food enterprises, in particular the shortage of funds in the state on the more important.Different quality management system or the same degree of quality management system implementation differences will result in different quality levels, how to produce the food which quality is admissive is faced by enterprises and must to be solved, This reduces the cost of improving the quality of enterprises of great significance. This article is based on such thinking, integrated use of qualitative and quantitative analysis, theory and empirical research method of combining, research how to establish a quality management system cost. The article first describes the purpose and significance of the research topic, synthesis discusses related research and development of domestic and international trends. Then described the research associated with this theoretical basis, namely the quality of food quality management system and cost theory. On the basis, analysis of food quality management system and the implementation of the system cost relationship, consider that different needs of different quality management system implementation costs and will result in different quality levels. Then analyzed the cost of food quality management system elements, on which constructed the implementation of quality management system of food business cost model. Finally, though empirical study, demonstrates the quality management system of food enterprises cost factors, and gives the food industry to implement quality management system, measures and suggestions. In the conclusion part of the last chapter, given the conclusion of this article and several issues need further study.
